Patent nadany gminie Brookhaven przez gubernatora kolonii, rok 1686:

Mam parę pomysłów ale i wątpliwości, będę wdzięczny za podpowiedzi... Town w tym kontekście to gmina.
Explanation: "Zarząd Nieruchomości Gminnych" brzmiałoby chyba zbyt współcześnie (i "nieruchomości" to szersze pojęcie).
The Dongan Patent established the Board of Trustees of the Freeholders and Commonalty of the Town of Southampton in 1686.
The Patent, a document which granted the Freeholders and Commonalty of the Town of Southampton access and rights to common underwater land, Rights of Ways to the water, marshland and common areas, also created the Board of Trustees to act as stewards for these title lands. His Majesty King James II of England through his General Governor, Thomas Dongan, granted over 25,000 acres of land, instituting the first official government in the Town of Southampton. Local, State and even the Supreme Court of the United States have repeatedly ruled that the Dongan Patent is as valid today as it was in 1686. The Dongan Patent guarantees every Town Freeholder’s right to access and use this land and it’s resources. But with these rights comes responsibilities. http://southamptontrustees.com/?page_id=43
The Trustees of the Freeholders and Commonalty of the Town of East Hampton represent the original government of East Hampton. The Trustee positions were created and granted sole authority over the Town of East Hampton, by King James II through the Dongan Patent of December 9, 1686. Although the Nichols Patent had defined the boundaries for the Town of East Hampton in 1666, the Dongan Patent is one of the earliest of the New World documents to provide for a representative government by elected officials in North America.
As the original governing body of East Hampton, the Trustees managed and made allotments of the Town's "common lands." Since their creation in 1686, the Town Trustees have continuously functioned as an autonomous governing body and represent an important historic link to the earliest roots of our democratic Nation. http://www.ehtrustees.com/
O kompetencjach trustees jest co nieco w tym fragmencie:
"To take care of the towns Lands and interests rights priviledges in Land in the towns bounds of Rye and to doe their indeavour in defending the said towns rights and interests in Land belonging to the said township of Rye and likewise to keep and secure our possesion of our township in Lands by all lawfull means and ways whatever they can devise or execute in Law whatsoever from time to time as occasion shall require against any parson or par sons whatsoever claiming any right title or intrest against the towns intrests or any part thereof and the towne doth give these trustees over overseers full power to raise money in the said town as they shall have occasion in pursueance of their trust from time to time to sell or mortgage undivided Lands or other ways as they shall see best […]."
Jest trochę jeszcze samych trustees we fragmencie źródłowym dotyczącym innej gminy:
"Whereas, there is a certaine Towne in the East Riding of Yorkshire, upon Long Island, commonly called and knowne by the name of Brooke-Haven, and heretofore by the Indyan name of Setaulcott, Now in ye Tenure or occupaton of severall Freeholders and Inhabitants, who having heretofore made Lawfull Purchase of the Lands, thereunto belonging, have likewise manured and Improved a considerable part thereof, and settled a competent number of familyes thereupon; […]."
