Każda taka regulacja z jednej strony będzie mało skuteczna, a z drugiej może okazać się szkodliwa, gdyż w normalnych warunkach skomplikowane instrumenty finansowe pozwalają zabezpieczać się przed ryzykiem, wygładzają wahania rynku lub pomagają taniej pozyskiwać kapitał.
