Asker: Ja natomiast po dalszych poszukiwaniach dotarłam do terminu "nadwyżka wsadu" na stronach eur-lex'a. Termin i jego znaczenie dodatkowo potwierdziłam u znajomej farmaceutki - fachowca w temacie, więc uznałam za poprawne. To co Pan sugeruje, jest także, wydaje mi się, poprawne. Przekazuje znaczenie angielskiej wersji. A skoro odnosi się do nadwyżki substancji mającej zapewnić deklarowany skład ilościowy i jakościowy.. pozdrawiam i dziękuję za sugestię
