Difference between "wykonywac" and "spelniac" is little: the first is most "definite" than the other. When translating "perform duties" you should bear in mind various derivates (with connotations and undertones attached to them) of the above verbs, concerning such aspects as definitiveness, perfectness, etc. (wykonac - wykonywac, spelnic - spelniac - wypelniac - wypelnic - dopelnic - dopelniac - pelnic, etc.).
