Como é especificamente indicado que se pretende português europeu, aqui deixo a minha sugestão, 100% Pt-Pt.

Isto porque, neste contexto "land" significa terra e por consequência terá de ser "reabilitada", no feminino.

Quanto ao "with the use of...", a sugestão da Mariana Moreira, "recorrendo à utilização de", é também uma excelente sugestão em Pt-Pt.
