Tanto quanto percebo da frase, handouts refere-se aos incentivos. Nem é preciso repetir, eu poria apenas "Embora as autoridades de Indiana tenham confirmado a promessa de 141,4 milhões de incentivos para a Honda, Larry Jutte, um executivo da empresa, rejeitou a idéia de que estes tenham sido um factor de decisão" ;)

Em Portugal, doações ou donativos tem um peso legal que eu não daria neste caso, é necessário não ter qualquer contrapartida. Parece-me mais correcto um estado dar incentivos do que doações, já que servem para fazer com que a Honda se decida a abriar a fábrica lá e criar emprego.
