Notificadora ou notificante. Mas creio que notificante, sendo um sinônimo de notificativa, qualifica uma situação mais permanente. Mas a diferença é extremamente sutil.

No meu entender, enquanto "non-notifying party" significa parte notificante, "non-notifying party" se refere à outra parte. Não seria, então, simplesmente, a parte notificada?
