Alexandre, it seems to me that the English sentence is not very well structured.
It makes it sound like the services are tested.
It is not the services themselves that are means tested but the parents. Means testing is a method used in the UK (and probably elsewhere too) to determine whether someone has enough financial resources to pay for something like education, in this case. (see the link below if you want another explanation of means testing).
This is how I would translate it:
Após uma avaliação de recursos, os encarregados de educação poderam ter que pagar por alguns serviços.
