I just can't feel confident about the extract above. Would please help me with it?

Here's the context:
"In many SSA countries, literacy and primary enrollments have risen to the point where they have ceased to be binding constraints on economic performance. Future development ***is predicated more so than in the past *** on the level and quality of secondary education, and the upgrading and supply of tertiary level skills."
