there are levels 1-5 NVQs, as far as I am aware, not just one single level of NVQ! |

Em 1986, foi criado, na Inglaterra, o Conselho Nacional de Qualificações Profissionais (NCVQ), depois transformado no Departamento de Qualificações e Currículo (QCA), encarregado de desenvolver um modelo de educação e treinamento baseado em competências e estabelecer um Sistema de Qualificações Profissionais Nacionais (NVQ). Isso representava o reconhecimento oficial de que as avaliações realizadas pelos vários órgãos educacionais não comprovavam nem registravam, de maneira adequada, as competências necessárias à atuação no emprego. Criticavam os métodos de avaliação que, em geral, estavam orientados para examinar os conhecimentos ou as destrezas, antes da competência. Essa reforma encontrou, entretanto, muita resistência nos meios educacionais.
