Daniel, não sei qual é o contexto que está sendo utilizado este termo, mas acredito que como você pede uma equiparação com nosso sistema de ensino será necessário utilizar nossa terminologia para definir que tipo de curso/faculdade é esta. Não sendo necessário talvez explicar ou fazer referência à origem do inglês. A palavra community não possui aplicação para nós brasileiros quando falamos de ensino. Isto é muito comum nos Estados Unidos. O único curso superior flexível - com características parecidas com o "community college" - que conheço hoje no país é o "Superior em Tecnologia".
Por exemplo: existe a Faculdade Comunitária de Campinas (FAC Campinas), mas como pode ver trata-se do nome da instituição e não do tipo ou finalidade de ensino. Na nossa cultura todas as faculdades são comunitárias, em seu sentido mais amplo. Não existem faculdades exclusivas para determinada comunidade. Outra diferença é que o "community college" é oferecido por universidade pública que é geralmente mantida com o dinheiro pago pelos impostos daquela comunidade específica. Já no Brasil, não existe nada semelhante.
Portanto, caso seu texto "não" exija fazer referência específica aos cursos/faculdades americanas (p.ex., se for uma pesquisa sobre ensino para ser respondida por um brasileiro sobre sua própria formação), acredito que deva utilizar a terminologia mais próxima de acordo com os cursos aprovados pelo MEC.

In the United States, community colleges, sometimes called junior colleges, technical colleges, or city colleges, are primarily two-year public institutions providing higher education and lower-level tertiary education, granting certificates, diplomas, and associate's degrees.
After graduating from a community college, some students transfer to a four-year liberal arts college or university for two to three years to complete a bachelor's degree.
Before the 1970s, community colleges in the United States were more commonly referred to as junior colleges, and that term is still used at some institutions. However, the term "junior college" has evolved to describe private two-year institutions, whereas the term "community college" has evolved to describe publicly funded two-year institutions. The name derives from the fact that community colleges primarily attract and accept students from the local community, and are often supported by local tax revenue.
