  -> Sometimes these children are on a difficult situation, sometimes they may be formally adopted and sometimes not, in this case as "the parental rights have not been terminated", we would say in Portuguese that those parents are "pais de acolhimento".

Explanation:
Oi Patrícia, fiz uma pesquisa em sites brasileiros e no site sugerido tem um caso nos EUA. Sugiro pais adotivos mesmo, pois a adoção pode ser revertida e o resultado depende da idade da criança, que pode ela mesma decidir com quem ficar, ou em idade aida naõ aceitável (depende das instâncias) o juiz decide o que é melhor para a criança segundo critérios previsto em lei. Acredito que seja este o contexto apresentado no texto.
