Não posso dar certeza total, mas encontrei o termo num glossário da indústria de papel.
Parece tratar-se do ponto em que a massa começa a formar bolhas

BLOW POINT The time to blow a digester, which is predetermined to occur before or during the cooking phase.
BLOW (1 ) The discharge of the contents of a digester into a blow tank by the sudden release of built-up pressure during a cook. It also refers to the discharge of the oxygen reactor into the blow tank in the process of bleaching pulp with oxygen. (2) In a paperboard mill, it designates blisters occurring between two layers of a multi-ply board made on a cylinder machine due to the lack of adhesion.
