Another baffler from the translation world.

It appears in a civil engineering file with specifications for a construction work site, in an item on the External Storage Area. I guess "24 hour storm" would be the duration of the storm, but what about the 10 years? Maybe "storm" is not a rainstorm at all?

The phrase reads:

"The containment area will not have a canopy and the containment area will be sized to provide for a 10 yr/24 hour storm."

"5 yr/24 hr" and "1 yr/24 hr" appear in the same text, used in the same way.
