When leaked cooling tubes are not removed, tubes should be plugged by a suitable material plugs.
After the plug has been provided, confirmation shall be made by means of water filling in order to make sure that the plugged area is sealed well.
Limitation of number of the tubes that can be plugged shall be within 10 percent, and such tubes shall be replaced to the new one as soon as possible.
It’s recommended by us to replace the plug every ten years; inspection of the plug shall be done every time when the heat exchanger duct is open, whether it looses or not.

Reforço, por se tratar de um descritivo de processo referente a algum tipo de manual de operação / manutenção é essencial que o texto original não seja distorcido.
A tradução do texto não pode utilizar o termo "vazar", pois conforme dito anteriormente, o verbo "loose" é usado para indicar algo mais genérico e amplo.
Os texto reforça que o plugue precisa ser trocado em qualquer circunstância a partir do momento que o mesmo apresente folga. Não é por que o sistema está apresentando folgas (frouxo) que ele vai apresentar vazamentos. Por mais que o sistema esteja frouxo, ele pode ainda estar garantindo a retenção do fluido sendo esse qual for.
Resumindo: Pode-se afirmar que um vazamento é fruto de uma folga porém NÃO se pode afirmar que uma folga apresentará um vazamento.

Explanation:
Unfortunately, in our profession we have to deal with poorly written originals. This is a good example. If you don't have the luxury of asking the client to clarify, you have to guess. Gramatically, it doesn't make sense. To "loose" is a transitive verb meaning to set something loose. I believe one possible interpretation would be to leak. It should have been that the plug should be inspected whether it leaks or not.
