Já ouvi e li em pt(br) a expressão "núcleo duro", que suponho ser uma tradução direta de "hard core", mas na minha opinião trata-se de opção das mais infelizes. Não é fácil traduzir a expressão, mas nesse caso eu tentaria algo como "há um núcleo resistente de países excepcionalmente pobres que insiste em permanecer à parte [?]".

Talvez essa expressão "núcleo duro" tenha sido importada do pt(pt). Se em pt(pt) ela soa bem, eu não saberia dizer. Em pt(br) eu a evitaria.
