Infelizmente, não encontrei nenhuma tradução em português (no Brasil e na Europa).
Há três possibilidades a considerar:
(1) deixar em inglês - como outras expressões na área de política comparada;
(2) traduzir por algo como "troca de escolha quase-real";
(3) colocar uma nota explicativa do tradutor - o que implicaria em ter mais referências teóricas que talvez você possa obter junto ao seu cliente.
