Taxa é uma espécie cujo gênero é o tributo. E tax é tributo, ou, ainda, imposto (que é outra espécie). Assim, é melhor usar tributo, que é o gênero, para não se arriscar a colocar a espécie errada. Se você for escolher uma espécie, talvez seja melhor usar imposto, já que esta é a segunda opção mais usual para tax.
