As to AAC, the applicants point out that an action for annulment is also available to associations of undertakings; this is all the more so in the present case since AAC is the umbrella association for all the undertakings in the sector concerned. AAC intervened only concerning the effects of the aids for starch but its initiative related to all starch products, that is to say both starch and products derived therefrom. In its observations on the interventions by Italgrani and Casillo Grani the applicants add that AAC was the Commission' s interlocutor when in 1986 the new regime for starch was introduced and continues to act as such with regard to all Community legislation affecting the interests of starch producers. It therefore had a position analogous to that of the associations in the judgments in Case C-313/90 CIRFS and Others v Commission [1993] ECR I-1125 and Van der Kooy v Commission cited above.
41 No que diz respeito à AAC, as recorrentes sublinham que o recurso de anulação está igualmente aberto às associações de empresas, e isto ainda mais no caso vertente porque a AAC agrupa, segundo elas, o conjunto das empresas do sector em causa. A AAC não teria intervindo só a respeito dos auxílios ao amido; a sua intervenção incidiu sobre todos os produtos amiláceos, conceito que abrangeria tanto o amido como os seus produtos derivados. Nas suas observações sobre as alegações de intervenção da Italgrani e da Casillo Grani, as recorrentes acrescentam que a AAC foi a interlocutora da Comissão aquando da instauração, em 1986, do novo regime em matéria de amido e continuou a sê-lo no que diz respeito a todas as regulamentações comunitárias que afectam os interesses da indústria do amido. Teria portanto tido uma posição análoga à das associações em causa nos acórdãos do Tribunal de Justiça de 24 de Março de 1993, CIRFS e o./Comissão (C-313/90, Colect., p. I-1125), e Van der Kooy e o./Comissão, já referido.
