Constituency is just a fancy word for a group of people that belong to a board/body/forum with the same goals in mind.
Constituency isn't quite a counsel, but isn't an electorate either as that is referencing political subjects who can vote.
You are going to have to look at the context of the text to figure out what this group of people are doing.

As the full translation for the phrase I would be putting something like:
o membros de educação para adultos
Or if it is actually a name of a group, then you should be using the direct name and not translating it. Obviously you will know this if the words start with capital letters.
