Num discurso de Celso Amorim, o ministro das Relações Exteriores fala em:

E na tradução do Itamaraty em português:

Concept of the Social Protection Floor
The Social Protection Floor corresponds to a set of basic social rights, services and facilities that the global citizen should enjoy. It can be seen as a core obligation of ensuring the realization of minimum essential levels of rights embodied in human right treaties.

The UN Social Protection Floor (SPF) Initiative promotes universal access to essential social transfers and services. More then 75% of the global population do not enjoy a set of social guarantees that allow them to deal with life's risks. Ensuring a social protection floor for these people, struggling just to survive, is a priority.

Congress therefore supports the implementation of a social floor or minimum benefit package for all those in need, which would include: access to health care including maternity protection; family support to parents sending their children to school and regular medical checks; old age pensions; income security for the disabled; and income support for particularly vulnerable groups for example through public
employment guarantee schemes. A universal social floor would be financed mainly from public funds and would cover all men and women regardless of their employment situation. Congress urges governments to ensure that entitlement to a minimum benefits package be enshrined in national legislation as a fundamental right.
