Estou trabalhando num contrato de prestação de serviços na área de TI e há esse termo. Encontrei a definição em inglês aqui mesmo numa resposta ao mesmo termo, mas para polonês:

"Excluded License means any license that requires as a condition of use, modification or distribution of software subject to such license, that such software be disclosed or distributed in source code form;licensed for the purpose of derivative works or redistributable at no charge."
