Descoberto Bancário: Só se podem efectuar levantamentos ou pagamentos de uma conta bancária, quando existir nessa conta o valor suficiente para essas operações. Se tal não acontecer, e os pagamentos forem efectuados, a conta bancária fica com saldo negativo, que se designa de descoberto bancário. Trata-se de uma valor que fica em dívida para com o banco e que, como tal, levará à cobrança de juros.

Explanation:
This used to happen a lot with Yahoo Mail (before the limit was raised from 10 to 100 MB). If you received a lot of mail, the space allocation indicator would change from yellow to red. It refers to space allocated to an e-mail account or use, and an overdraft would suggest an excess above entitlement (akin to a bank overdraft), which makes me feel the word "excedente" would well describe this.
