Neste caso acredito que 'metas mais ambiciosas' ('uma meta' é cacófato, e provavelmente ele tenha várias metas...) se encaixe melhor no contexto. (as metas de paz do Obama, provavelmente).

Eng-Port : The bar is like a high jump bar in a Olimpic competition, if you fail to go over the bar at the minimal height you are eliminated from the competition. They are saying that the bar in this competition, should be set higher than "high expectations".
