The Jones Act and related statutes require that vessels used to transport cargo and passengers between U.S. ports be owned by U.S. citizens, built in U.S. shipyards, and manned by U.S. citizen crews. These statutes, known as cabotage laws, are the foundation of the domestic maritime industry, the largest and most vital sector in the U.S. merchant marine and a key link in the nation's intermodal transportation network. The arguments in support of the Jones Act are compelling ones: jobs, safety, environmental protection, efficiency, and national security, all provided at no expense to the U.S. taxpayer and without a dime of subsidy from the federal government.
