English term or phrase: flag rank

"Over 40 percent of the graduates have risen to general officer/flag ranks or the civilian equivalent."

altas patentes militares da marinha
Explanation:

neutral  Paul Merriam: This is a good definition, but doesn't oficial da marinha include lower ranks? Also, the Army and Air Force have flag officers.

oficiais-generais

Explanation:

agree  Paul Merriam: And in the US we use flag officer for all services, so called because they get little flags to put on their cars (or maybe the flags came first).
