A idéia é que se a instituição investiu na formação do militar e ele quer pedir dispensa, ele teria que ressarcir a instituição.

Em jargão militar (tanto no Brasil quanto em Portugal), o termo "dispensa" refere-se à obrigação do serviço, isto é, a pessoa que recebe dispensa nem sequer entra em serviço. O termo para "discharge" (deixar o serviço militar) é dar baixa, como verbo, ou apenas baixa no caso de ser substantivo. Se acaso o contexto não deixar claro, acrescenta-se o nome da força armada ("baixa do Exército/da Marinha/...).
