A critical step in the evacuation and protective actions process, personnel accountability helps ensure that search, rescue, and assistance efforts can be initiated to help provide for the safety of personnel who may be injured, trapped, or unaware of the emergency.
Personnel accountability should be accomplished as soon as possible but within at least 10 minutes (30 minutes for an off-site evacuation) of the recognition of an emergency.
Parece óbvio, mas a ideia geral, na minha opinião, é a obrigação de dar conta do pessoal numa situação de emergência, com definição de responsabilidades, procedimentos de rastreabilidade, socorro, evacuação segura, etc., para que no final haja a certeza de que ninguém ficou para trás.
Mais contexto, pois ainda não estou bem certa sobre esse termo:
PERSONNEL ACCOUNTABILITY --
The accountability system is a conventional dog tag collection system. Personnel are equipped with two (2) ID tags. During a response, all personnel will check-in with their unit supervisors and attach one of their ID tags to a Collector mounted in the apparatus to document Single Resource Accountability. An Incident Commander (IC) will assume supervisory responsibility for all responding resources, including their deployment and functions, to achieve Scene Accountability. Depending on the complexity of the incident, the IC may gather all Collectors and attach them to a Collection Board to act as a visual representation of all resources on-scene.
The primary objective of the system is to assist supervisors in maintaining a constant awareness of the status, location, and functions of the personnel and/or units under their command.

Para assegurar que todas as pessoas que trabalham no local onde ocorreu um acidente foram retiradas da zona de risco e reunidas num lugar seguro, e que ninguém está faltando. Pessoal, neste caso, significa o conjunto das pessoas que trabalham num determinado lugar.

PS. Esta é a minha interpretação dentro do contexto fornecido, que diz "... personnel accountability should be accomplished as soon as possible but within at least 10 minutes (30 minutes for an off-site evacuation) of the recognition of an emergency." Se é para ser realizado em 10-30 minutos, com certeza deve tratar-se da contagem, da checagem do pessoal.
