Pelo que entendi eles conferem se o nome do recebedor/expedidor consta em uma lista negra de entidades ou pessoas vetadas pelo governo e autoridades. Eu daria o nome aos bois em vez de usar "parte".

Traditionally, denied/restricted party screening is
performed by sequentially comparing the individual
(customer, vendor, trading partner, etc.) names that are
party to each international business transaction against
the various denied/restricted entity lists maintained by
governments throughout the world. Within the
sales/shipment cycle process, when and how often the
name(s) are screened is usually dictated by the workflow
process and compliance procedures established by each
business organization, but it is typically at least twice, at
the time the order is placed and again when it is shipped.
