There are several references to the Federal Hall in search engines on the Internet, and it is not a place inside the Congress:
Federal Hall, in New York City, was the first Capitol of the United States under the Constitution. City Hall, the original building on the site, was completed in 1703. It also housed the Stamp Act Congress (1765), and the Congress of the Confederation from 1785 to 1789. On April 30, 1789, George Washington took the oath as president there. The present structure was built in 1842. Federal Hall became a national memorial in 1955.
I believe you should not translate it, keep it in English and add a short explanation between brackets/in italics. How long - or short - the explanation is up to you and the context of the document you are translating.
