Do jeito que está a frase, só pode ser que "O xerife que matou..."
Para usar o quem a frase teria de ser reescrita como "O xerife FOI quem matou Billy the kid.. 1881. Seu nome era Pat Garrett.". Isso para o Brasil.

Eu não sei se mesmo em Portugal é possível usar o quem como sugerido.
