Trata-se de um dispositivo elétrico e, como tal, a meu ver, seria melhor dizer que este liga-se ou desliga-se.

Por outro lado, "start-up" possivelmente refere-se literalmente ao início do fornecimento de eletricidade pelo dispositivo UPS, quando ocorre uma interrupção no fornecimento da rede elétrica. Um UPS pode estar ligado, embora não fornecer eletricidade proveniente de seus acumuladores. Nesse caso, talvez seria melhor usar "ativação". "Arranque" ou "Paragem": acho que seriam mais adequados em referência à maquinas.
