It feels like a red herring to me, but I guess that it could prove significant in the end. There's also a fun vein of dark humour running throughout the issue, whether it's the Joker's deranged final line, or the great visual pun towards the issue's end, which sees Batman's choice of weapon give his name a whole new meaning.
