Concordo que uma tradução possível de overlay é cobertura. Mas pelo contexto e considerando que tenho muita experiência em pesquisa de mercado, já que trabalho nessa área há mais de 30 anos, me permiti discordar das outras opiniões. Posso estar errada, não sei qual a origem do texto (se for de algum país cuja língua original não é o inglês, é possível que tenham usado o termo para significar mesmo cobertura geográfica).
