  -> Poder, pode, já que tem uso corrente na língua ("Brasil faz 1 milhão de abortos inseguros ao ano", Revista Veja, 30/05/07). Mas "de alto risco" de fato é melhor.

Desde que o atributo "hospital" em nada contribui para o sentido do fragmento, é melhor eliminá-lo, em nome da clareza. O atributo "unsafe" não pode set literalmente traduzido como "inseguro". O termo apropriado em português é "de (alto) risco". O atributo "alto" embora algo exagerado, já virou padrão, ao menos no Brasil. Em tais situações, é normal adicioná-lo sem pensar se é adequado ou requerido.
