O contexto é o seguinte:

Salvo engano, em Portugal é "catálogo telefônico" mesmo.

Publicação de listas = the act of publishing telephone directories, so Telefónica or some other phone company would pay a company like OESP Gráfica to have the directory printed.

Publicação em listas = Individual or (more usually) corporations would pay the telephone company to have their names published in telephone directories. This would normally apply to special business-oriented directories or possibly in directories outside the user's region. Publication in the local telephone directory is free of charge, and people have the right to go ex-directory by calling the local company. Here in Brazil we also have a Directory Enquiries service, like in the UK.
