also to draw a cheque, I think. means 'written out ready for signature'('arranged', 'put in place')
means (a company/business cheque) is written out ready for the signatory to sign,I think, but not sure about this.That is, 'accounts payable' and perhaps the accountant have checked it and approved it, but it is awaiting final signature.
similar use to 'raise a draft' 'raise a loan' perhaps. Means 'to put in place'
