"Patentă de sănătate = act eliberat conducerii unui vas maritim, la plecarea dintr-un port, prin care se adeverește starea sanitară bună a echipajului."
(ar merge si "certificat de sănătate/ sanitar")
De partea cu restrictiile (http://www.acero.ro/bul8.pdf) nu sunt sigura, dar am gasit "foul" = un lucru care nu este curat (unrein)

Asker: Mi se pare bună varianta şi sugerează oarecum definiţia. Merci mult.

agree  tagore: Prin analogie cu conosamentul, as alege "cu rezerve/cu mentiuni"pentru "foul". Varianta "murdar (cu rezerve)" poate ar fi acceptabila si ea.
