Sau poate e o greşeală de editare, i.e. "the universe of discourse". Autorul a vrut să scrie "the universal locus(?!) of discourse" şi i-a alunecat delete-ul.

Explanation:
Ceea ce deruteaza este ca aici se foloseste forma de singular ('universalie'), care pare oarecum bizara, intrucat mult mai des se utilizeaza pluralul ('universalii'). Totusi, atunci cand contextul o cere, forma 'universalie' se foloseste si ea - a se vedea exemplele. Ea este folosita si in versiunea romaneasca a lucrarii clasice de teoria traducerii a lui George Steiner - Dupa Babel (Univers, 1983).
Prin 'discurs' se intelege in cazul de fata utilizarea concreta a limbajului, intr-un context si cadru social particular. Conceptul este foarte des utilizat in lingvistica generala, analiza discursului si in lingvistica computationala.

Evident, nu intereseaza aici in ce masura un autor sau altul se indoieste sau nu de existenta universaliilor.
