Certificatele de emisie
Pentru desemnarea noţiunii de certificate, se folosesc mai multe
terminologii1: permise negociabile, credite de poluare, drepturi de poluare,
bonuri de emisii, etc. Aceste diverse expresii sunt sinonime şi desemnează
acelaşi instrument.
Certificatele de poluare răspund, de fapt, unui principiu simplu şi
anume: fixarea unui nivel total predeterminat al emisiilor sau concentraţiei
de emisii într-o zonă dată. Permisele negociabile reprezintă totalul
autorizaţiilor ce sunt distribuite întreprinderilor poluatoare din zona
respectivă. Aceste permise sunt negociate între firme dar şi între secţiile
aceleiaşi întreprinderi. Întreprinderea care îşi menţine nivelul emisiilor sub
cota atribuită poate ceda sau închiria excedentul altor firme sau le poate
utiliza pentru a compensa emisiile altor secţii ale întreprinderii. Pentru a
incita la schimbul comportamentelor, nivelul total al emisiilor
predeterminate dintr-o zonă poate fi fixat astfel încât să existe o penurie
relativă a permiselor negociabile. Această penurie conferă o valoare ce
creează pentru întreprinderea poluatoare o incitare la negociere cu alte
firme.
