Într-adevăr poate avea și acest sens. În contextul de mai sus, mi se pare că este vorba totuși de un document care autorizează o persoană să lucreze sau să participe la un program de instruire pe o perioadă limitată de timp (în contextul oferit apare o enumerare de documente necesare ”for any stay in the Country of Assignment to perform the Services” - pare a fi vorba despre o detașare).
Este posibil, desigur, ca un context mai larg să indice faptul că este vorba de tranzacții de schimb valutar.

Exchange permit (cu sensul de viză) se acordă:
1. persoanelor care participă la programe organizate de instituții de învățământ;
2. persoanelor care participă la programe de schimb cultural, economic sau social;
3. persoanelor angajate în străinătate pentru o anumită perioadă de timp.

Doar contextul mai larg poate lămuri care este termenul cel mai potrivit în situația dată.
Dacă este vorba de importuri atunci este vorba într-adevăr de un permis guvernamental care autorizează conversia valutară.
Dacă este vorba însă de un contract de muncă sau de o participare la un program de instruire, cred că termenul vizat este cel de viză.
