After reviewing the information you provided and additional documents obtained from the Department of Justice Office of Alien Property together with certain statutes of the United States, I am not optimistic about your chances of success in pursuing a claim in court against either the Office of Alien Property or against American energy companies for patent infringement. The only other avenue would be to pursue an act of Congress and The Coastal Corporation is not inclined to take on that particular fight.
