Am dubii in privinta titlului de *consul*, Andrei. Este vorba aici de o functie guvernamentala in statul de resedinta, si nu in afara sa unde activeaza consulii. Apostilele pot fi aplicate in majoritatea tarilor si de catre presedinti de tribunale, de ministere de rang inferior (adica la nivel de Land-uri, de state ce alcatuiesc o federatie...). Fiecare minister de externe al unei tari stabileste organismele altui stat, ale carui apostile le accepta (ex. Ministerul de Externe al Tarilor de Jos a hotarat ca din Hong Kong accepta apostilele urmatoarelor organisme:
1. The Administrative Secretary,
2. the Registrar of the High Court,
3. the Deputy Registrar of the High Court,
4. the Assistant Registrar of the High Court.

Explanation:
Este cel care face certificarea documentelor cu apostila prevazuta de Conventia de la Haga din 1961 privind scutirea de legalizare a actelor publice

Am pus si "consul" - desi in engleza nu apare - tocmai pentru a evita confuzia cu romanescul Secretar de stat (ministru adjunct)
