The Government plans to introduce Employment and Support Allowance(ESA) to replace Incapacity Benefit and other incapacity for work benefits in November 2008. ESA will focus on capability for work rather than benefit entitlement or incapacity.

The ESA is part of the Welfare Reform Act. It will have contributory and means tested parts. People will be able to claim on the basis of their National Insurance contributions, or on low income grounds, or both.

The existing Personal Capability Assessment (PCA) will be revised

Part 1 - Employment and support allowance (ESA)
This will replace incapacity benefit and income support paid on the grounds of incapacity. It is is intended to start for new claimants from October 2008. Existing claimants will eventually move onto the new scheme though as yet there is no date for this (there will be a power to move those with an existing award of a benefit relating to incapacity or disability to ESA).

ESA will be paid to people in Great Britain (separate legislation will be introduced for Northern Ireland) who satisfy the following:

have a limited capability for work – have a physical or mental condition, which means that it is not reasonable to require them to work.
are at least 16 years old and who have not reached pensionable age
are not entitled to income support or jobseeker’s allowance (including joint-claim jobseeker’s allowance)
pass either a national insurance contribution test (similar to that for incapacity benefit – people under age 20, or age 25 in certain circumstances will not have to satisfy the contribution test) or an income test (similar to that for income support).

Reforma Legii Asistenţei Sociale şi Legea Pensiilor 2006 (pdf) permit ca numele Ajutor în caz de Incapacitate de Muncă să se schimbe în Ajutor în caz de Boală.

Stiu, am locuit in Anglia anul trecut. In Romania nu stiu sincer sa existe astfel de ajutoare de recalificare sau somaj, cam asa s-ar traduce. Mama mea lucreaza ca sef de personal la o fiorma mare si nu stie nici ea de chestia asta. Sorry, wish I could help more!...

Se numea 'incapacity benefit' si va fi inlocuit cu 'employment and support allowance' dar traducerea in romaneste va fi aceeasi pt ca va reprezenta aceeasi notiune. Numele se va schimba probabil pt ca vor sa schimbe conditiile de acordare a acestui benefit.
