expresia in limba engleza (sau mai degraba prezentul continuu) implica faptul ca programul a fost incarcat in ultima vreme si continua sa fie incarcat: in romana eu as traduce, pur si simplu, prin "avem un program incarcat"

Explanation:
Ca in multe alte cazuri în engleza, depinde de context. În pozitie finala, ca o concluzie la un "small talk" da, poate fi interpretat ca prezent în româna, dar de multe ori poate fi un perfect compus in româna, cf. deosebirea între :
work has been busy lately / It's busy these days
lately / these days orienteaza interpretarea
Un test simplu este : Work has been busy lately, that's why I couldn't ... / *I can't ...
E present perfect, si nu present continuous

in absenta altor indicii present perfect = perfect compus : I've been there, I have worked here. Cîtiva conectori temporali cer un timp diferit in ro (prezent) pentru a reda aceeasi valoare aspectuala : I have worked here FOR 2 years / SINCE 2007 Work has been busy for a while
Sunt foarte ocupat, de aceea nu puteam sa te sun ? S-o fi schimbat româna, dar mie imi suna foarte bizar, chiar si cu "de câtva timp".

neutral  Ilona Roberts: si cum ramane cu continuarea testului (adica traducerea?): am fost ocupati / am avut o gramada de treaba. De aceea NU PUTEM... e corect asa, oare? in schimb, cu prezentul merge si "nu am putut", "nu puteam", "nu putem"...

  -> pai, tocmai asta e rolul testului, sa arate (în engleza) ca nu e vorba de un prezent - work has been busy nu e compatibil cu I can't - ci un trecut recent (mai ales din cauza lui "lately"). Work has been busy since you left / for a week e diferit
