Sau "rezervatie naturala publica". Termenul "forest land" inseamna de fapt "padure" sau "zona impadurita". Proprietarul ei poate declara scopul in care se poate folosi padurea si astfel o declara "open" (publica). Exista multe legi de mediu care prevad aceasta optiune a proprietarului.
SUnt de acord si cu explicatia DanieleiB conform careia padurea "open" poate contine arbori de mai multe varste.
In functie de context, "open forest land" poate fi tradus si "pepiniera".

In sfarsit am gasit termenul romanesc. Imi cer scuze ca am sters cealalta explicatie dar mi-am dat seama dupa raspunsul lui Tehno ca era foarte neclara. Nu sunt 100% sigura de termenul romanesc deoarece este prima oara cand il intalnesc. Din contextul articolului pe care l-am citit mi se pare insa potrivit. Adaug doua exemple in engleza:

Open forest land este o expresie. Nu este open + forest + land. Se refera ca la faptul ca arborii nu sunt atat de desi cum ar fi in cazul unei paduri.

Forest: Land with tree crown cover (stand density) of more than about 20% of the area. Continuous forest with trees usually growing to more than about 7 metres in height and able to produce wood. This includes both closed forest formations where trees of various storeys and undergrowth cover a high proportion of the ground and open forest
formations with a continuous grass layer in which tree synusia cover at least 10% of the ground. Included are: 1. all plantations, including one-rotation plantations, primarily used for forestry purposes; 2. small areas normally forming part of the forest area which are unstocked as a result of human intervention or natural causes but which are expected to revert to forest; 3. young natural stands and all plantations established for forestry purposes which have not yet reached a crown density of more than 20%; 4. forest roads, cleared tracts, firebreaks and other small open areas, as well as forest nurseries that constitute an integral part of the forest; 5. forests in national parks, nature reserves and other protected areas such as those of special scientific, historical or cultural interest; 6. areas of windbreak and shelterbelt trees larger than 0.5 ha in
extent. Excluded are: 1. "trees outside the forest" as defined below; 2. areas not meeting the conditions of forests as
described above, even if administered by a forest authority.

Revin asupra termenului plantatie care intr-adevar poate fi si altceva decat de copaci. Termenul corect conform explicatiilor de specialitate pe care le-am oferit ieri este pepiniera, adica plantatie folosita primordial pentru reimpadurire.

Teren forestier deschis

Definitia lui "forest land" in Grande Dictionnaire Terminologique este urmatoarea:
"Terrain portant une foręt en croissance; ou, s'il n'y en existe pas (terrain forestier nu) : terrain dont l'aspect montre ŕ l'évidence qu'il en a porté, et n'est pas actuellement mis en valeur d'une autre maničre."
Nu as fi de acord cu plantatie, pentru ca termenul nu se limiteaza la domeniul forestier; pot fi si plantatii de in, canepa, orez etc.
