Позволю себе не согласиться с мнением уважаемых коллег. Мне кажется, что слово "accounting" в данном контексте необходимо рассматривать шире, чем просто "учет". Учет в русском языке имеет значения "Бухучет" и "фин. отчетность", что в данном случае не применимо. Исходя из отрывка, можно предположить, что целью Директивы не является извлечение прибыли, а скорее наоборот, в цели проекта входят улучшение экологии и устойчивость (sustainability). Так что здесь надо сделать акцент на мониторинге глобальных целей.
