Устойчивого сочетания воспроизвести не удается, но определенная аналогия с переходящими красными знаменами областям и районам в Советском Союзе проглядывает достаточно четко, Маяк - Передовик.

к тому же, а наши МАЯКИ - передовики производства и образцовопоказательные коллективы - на первых полосах газет, на досках почета, на трибунах...., а теперь они, и правда, какие-то... бог их знает
