Explanation:
...считается дата первого по списку (или ближайшего) срока (вероятно, базового или стандартного срока) размещения заказа - по плану (или расписанию работы) рекламного агентства (или фирмы). Бывает такое, напр., по таким-то числам каждого месяца начинается срок. Видимо, если не указана точная дата, а заказ размещен, то началом считается первая дата по этому списку. Во всяком случае, ни на последнюю, ни на крайнюю дату это что-то не похоже.
