Фраза из презентации о предоставленных консультационных услугах для авиакомпании. Контекста никакого, просто констатация факта.

Не могу понять, что они подразумевают под термином bank. Буду очень признателен за помощь.

Объяснение очевидно:
В России нет "веерных" систем организации полетов типа "hub and spoke network", о которой идет речь
Однако термин "хаб" (тот самый "узел", за который кое-кто принял bank) - существует:

ВЫВОДЫ:
1. Термин hub = "хаб", а не "узел"
2. Ввиду полного отсутствия русских аналогов следует переводить
bank [of flights] = банк [рейсов]
arrival bank = банк прибытий
departure bank = банк отправлений

следует переводить
"Создание 3-банковой "веерной" [(hub and spoke)] системы"
Здесь пояснение в скобках желательно, т.к. устоявшегося русского термина нет (часто называбт "звездообразной")
Explanation: Как вариант: "Создание маршрутной сети, выстроенной на базе 3 узлов".
Т.е. существует 3 ключевых аэропорта, из которых выполняются авиарейсы в разные города/страны.
